Another resurrection of a two year old box has recently taken place. The X-1 receiver last worked when stand alone files were used during the N2 days. Within the last couple of weeks, a release of a new dongle brings back the X-1 from the closet shelf. The receiver works with a new PUBLIC server and sports a growing channel list for DN. Dealers are beginning to offer the X-1 with the new dongle for $149.00 including free shipping.

Yuriorkis Gamboa vs. Orlando Salido

WBA/IBF featherweight unification

On September 11 Cuban featherweight phenomenon Yuriorkis Gamboa will enter the ring for his first championship unification bout when the WBA titlist faces IBF champ Orlando Salido at The Palms Resort Casino in Las Vegas, live on HBO!

“These are the fans every fighter is waiting for“, says Gamboa. “I have been working hard to get to where I am and I will not ruin this by a poor performance. Of course, I know that Salido is a strong opponent and I will not underestimate him. But I am on a mission. And that mission is to collect all championship belts to become undisputed champion of the world. And I promise all my fans that I will be wearing two belts after this fight.“

The show will be promoted by Top Rank in association with ARENA Sports-Promotion and broadcasted live on HBO Boxing After Dark.

“This will be Gamboa’s toughest test so far“, says promoter Ahmet Öner. “We have matched him against strong opposition from his very first pro-fight on but a title unification is always special. Salido isn’t wearing the championship belt for nothing. Also the pressure on Gamboa is increasing now that he is the main event fighter in Vegas and on HBO. But I am convinced that he will prove once more that he is one of the best fighters and most exciting rising stars in the sport today.“

To prepare for the most important fight of his career so far the 2004 Olympic gold medallist and four time Cuban amateur champion has moved his training camp from Miami to Tampa where Puerto Rican star Miguel Cotto is usually getting in shape for his fights as well.

“We know that this will be a real test so we have worked even harder than before the last fights“, says trainer Ismael Salas. “We have done more than 90 rounds of sparring already and are planning to do 120 rounds in total. We have found perfect conditions at our camp, everything went very well. From what I saw in training I would say Yuri’s speed and power will help him to get past Salido and win his second world title.“

Yuriorkis Gamboa, a former Cuban amateur standout, was born in Guantanamo. In December 2006 he defected from the Cuban national team along with fellow teammates Odlanier Solis and Yan Barthelemy to sign with German promoter Ahmet Oener (ARENA). He gave his pro debut in April 2007 and moved to Miami, Florida, in October 2007. With his exciting aggressive style and his extraordinary hand speed “El Ciclon“ has won the hearts of boxing fans as well as experts. Gamboa has won all of his 18 pro-fights so far including 15 stoppages. He captured the WBA featherweight championship in April 2009 by stopping durable Jose “Cheo“ Rojas and succesfully defended the title three times.

Orlando Salido turned professional in 1996. The Mexican won 34 out of his 47 fights, including 22 stoppages. The result of his world title fight against Robert “The Ghost“ Guerrero in November 2006 was changed from a decision win to “no contest“ after Salido tested positive on steroids. He came back from suspension to capture the IBF championship by outscoring Cristobal Cruz in May 2010 in a clos encounter. In November 2008 he had lost a title fight to Cruz by split decision. The biggest name in his record is without a doubt fellow Mexican Juan Manuel Marquez to whom he lost on points back in 2004.

The Undercard

Junior middleweight prospect Glen Tapia of Passaic, NJ hopes to continue his unbeaten ways as he faces Brazilian journeyman Edvan Dos Santos Barros on September 11 at the Palms Casino Resort in Las Vegas, Nevada. The six-round fight will support the Yuriorkis Gamboa vs. Orlando Salido/Anthony Peterson vs. Brandon Rios world title fight doubleheader, which will be promoted by Top Rank and televised by HBO.

The 20-year-old Tapia, who has a record of 7-0 (5 KO), is excited for the opportunity to increase his level of opposition against the vastly more experienced 31-year-old Barros of Deerfield Beach, FL. Barros, 10-10-1 (7 KO), has gone the distance with former welterweight champion Luis Collazo and top-rated contender Mike Alvarado. Tapia, who is coming off a second round TKO of Nick Runningbear at Madison Square Garden in June, hopes to be the third person to stop the tricky veteran.

“It’s a great step up for me,” said Tapia. “I’m happy that they put a guy like this in front of me because I get to show the people that I’m here to stay and I will be a world champion. This guy has skills and will give me my first test.”

The Dominican-American Tapia won virtually every notable national tournament as a junior olympic amateur, compiling a 130-13 record. As a professional, Tapia has received work preparing Yuri Foreman and Joshua Clottey for their fights against Miguel Cotto. Tapia is managed by former Arturo Gatti manager Pat Lynch and trained by former Arturo Gatti assistant Michael Skowronski.

12 rounds, welterweights

John O'Donnell vs. Terrence Cauthen

From the York Hall in London, England

On Friday 10th September, York Hall, Bethnal Green will host an exciting night of international boxing when former unbeaten Commonwealth champion John O’Donnell (Shepherd’s Bush / Galway) makes his U.S. “ShoBox: The New Generation” debut and takes on his toughest opponent in the ring to date over 12 rounds, New Jersey’s (USA) 1996 Olympic bronze medallist Terrence “Heat” Cauthen.

The current English Heavyweight boxing champion Tyson Fury (M********r/Galway) will also make his ShoBox debut as the co-feature against an international opponent over 10 rounds. (Details on Tyson’s opponent will be announced shortly).

The O’Donnell and Fury bouts will be televised in America on SHOWTIME at 11p.m. ET/PT (same day delay). The event will also be shown in Canada on the Super Channel Network and the UK Broadcaster will be announced soon.

The London based Irishman John O’Donnell said “This is a step up in class for me, Cauthen is a slick experienced southpaw who has a good reputation in the U.S. and a great amateur pedigree having won a bronze medal in the Olympics for the USA.”

Cauthen who is nicknamed “Heat” won the Lightweight Bronze medal at the Olympic

games in Atlanta in 1996 while fighting out of Joe Frazier’s gym in Philly before turning professional, since then the fast handed southpaw has gone on to record 35 wins out of 42 contests.

“I won’t be underestimating this guy, but I am out to put on a good show and take him out in style, and show the American audience what I am all about.” The Irishman added.

Heavyweight Sensation Tyson Fury said “I am delighted to be going out to a large American audience on Showtime. I know the Americans will appreciate my style of fighting and they love heavyweights, so I am going to put a show on for them on September 10th. I want to be the first modern day Irishman to win the Heavyweight World title.”

Promoter Mick Hennessy said “I am very proud to be doing this show with Showtime which gives me an opportunity to show the American public just how good O’Donnell and Fury are. They will both be representing the UK and Ireland on the biggest boxing stage of all.”

Marquee Super Six star Carl “the Cobra” Froch said, “I’ve known John since he turned pro in 2004 and have sparred him on a number of occasions. I believe he is one of Britain’s best prospects and by fighting tough opponents like Cauthen, it is a big step in the right direction and showing that he is a top talent who will be ready very soon to mix it up on the World stage.”

The Undercard

On the undercard Colchester’s Lee “Lights Out” Purdy will be back in action looking to defend his Southern Area Welterweight title (*subject to board approval), Royston’s former ABA Champion Bradley Evans will be stepping up to 6 x 3 minutes rounds for the first time in his pro career, Phill “Intense” Fury will be looking to continue his winning ways and the highly popular Light Welterweight Chris “the flash” Evangelou from Enfield’s will be looking to entertain the York Hall crowd and extend his unbeaten record.

The evening will also see Haddenham’s Tyler Goodjohn (Light Welterweight) and John “the Gorilla” Ryder (Middleweight) of Islington out to make a name for themselves as they both make their professional debuts.

Erik Morales vs. Willie Limond

Integrated Sports Media, North America’s undisputed Pay-Per-View distribution leader of major boxing events, will showcase Mexican great Erik “Terrible” Morales to American boxing fans once again September 11, headlining the “Mexican Fiesta” pay-per-view event live from Mexico City.

“We’re excited to bring U.S. boxing fans the second comeback fight for living legend Erik Morales, who is the last man to defeat Manny Pacquaio,” Integrated Sports Media president Doug Jacobs said. “It’s a privilege for Integrated Sports Media to air this living legend’s continued comeback. The rest of the card is loaded with interesting fights that insure an entertaining night of boxing.”

“Mexican Fiesta,” presented by Grupo Empresarial Matiz, is being distributed in the United States by Integrated Sports Media for live viewing at 9 PM/ET – 6 PM/PT on both cable and satellite pay-per-view for a suggested retail price of only $29.95.

Three-division world champion Morales (49-6, 34 KOs), who returned this past March 27, after 2 ½ years of inactivity, defeating former WBA lightweight titlist Jose “Jicaras” Alfaro (23-6, 20 KOs) by a 12-round decision for the WBC Intercontinental welterweight crown, is on a mission to become the first Mexican to capture world titles in four different weight classes.

Morales goes for his 50th career win in the 12-round main event on “Mexican Fiesta” against WBU lightweight champion Willie “Hands of Steel” Limond (33-2, 8 KOs), of Scotland, for the vacant WBC Diamond Super Lightweight Championship.

One of the most revered Mexican fighters of all-time, Morales’ list of victims over the years reads like a Who’s Who list of boxing stars: Manny Pacquiao, Marco Antonio Barrera, Pauli Ayala, Wayne McCullough, Junior Jones, Carlos Hernandez, Jesus Chavez, Guty Espada, Jr. (twice), Daniel Zaragoza and Kevin Kelly.

In a female super flyweight battle of champions, WBC titlist Ann Marie “La Guerrera” Torres (21-3-2, 13 KOs), of Mexico, takes on WIBF and GBU champion Alesia “The Tigress” Graf (25-1, 9 KOs), of Germany, in a 10-round title bout fpr the WBC World Cup Super Flyweight Championship.

Labour Day or Labor Day is an annual holiday to celebrate the economic and social achievements of workers. Labour Day has its origins in the labour union movement, specifically the eight-hour day movement, which advocated eight hours for work, eight hours for recreation, and eight hours for rest.

Labour Day has been celebrated on the first Monday in September in Canada since the 1880s. The origins of Labour Day in Canada can be traced back to April 14, 1872 when a parade was staged in support of the Toronto Typographical Union's strike for a 58-hour work-week. The Toronto Trades Assembly (TTA) called its 27 unions to demonstrate in support of the Typographical Union who had been on strike since March 25. George Brown, Canadian politician and editor of the Toronto Globe hit back at his striking employees, pressing police to charge the Typographical Union with "conspiracy."[1] Although the laws criminalising union activity were outdated and had already been abolished in Great Britain, they were still on books in Canada and police arrested 24 leaders of the Typographical Union. Labour leaders decided to call another similar demonstration on September 3 to protest the arrests. Seven unions marched in Ottawa, prompting a promise by Canadian Prime Minister Sir John A. Macdonald to repeal the "barbarous" anti-union laws. Parliament passed the Trade Union Act on June 14 the following year, and soon all unions were demanding a 54-hour work-week.

The Toronto Trades and Labour Council (successor to the TTA) held similar celebrations every spring. American Peter J. McGuire, co-founder of the American Federation of Labor, was asked to speak at a labour festival in Toronto, Canada on July 22, 1882. Returning to the United States, McGuire and the Knights of Labor organised a similar parade based on the Canadian event on September 5, 1882 in New York City, USA. On July 23, 1894, Canadian Prime Minister John Thompson and his government made Labour Day, to be held in September, an official holiday. In the United States, the New York parade became an annual event that year, and in 1894 was adopted by American president Grover Cleveland to compete with International Workers' Day (May Day).

While Labour Day parades and picnics are organised by unions, many Canadians regard Labour Day as the Monday of the last long weekend of summer. Non-union celebrations include picnics, fireworks displays, water activities, and public art events. Since the new school year generally starts right after Labour Day, families with school-age children take it as the last chance to travel before the end of summer.

An old custom prohibits the wearing of white after Labour Day. The explanations for this tradition range from the fact that white clothes are worse protection against cold weather in the winter to the fact that the rule was intended as a status symbol for new members of the middle class in the late 19th century and early 20th century.

A Labour Day tradition in Atlantic Canada would be the Wharf Rat Rally, while the rest of Canada is watching Labour Day Classic, Canadian Football League event where rivals like Calgary Stampeders and Edmonton Eskimos, Hamilton Tiger-Cats and Toronto Argonauts, and Saskatchewan Roughriders and Winnipeg Blue Bombers play on Labour Day weekend. Before the demise of the Ottawa Renegades after the 2005 season, that team played the nearby Montreal Alouettes on Labour Day weekend. Since then, the Alouettes have played the remaining team in the league, the BC Lions.

Labour Day parade in Grand Falls-Windsor Newfoundland started in 1910 and still continues today, over 100 years later. The celebrations go on for three days with the parade on Labour Day Monday.

What happened to most of the boxes since Wednesday Sept 01?

I thought I should let you know there was an ECM that killed most of the boxes on DN.
The providers may also have found a way to send back data to them and this was what nfusion was working and has fixed as it was detected and guess what, the others should have shut down and fixed their problems to have prevented this from happening.

Does it sound strange to you that since Wednesday, Limesat, CNX, Sonicview and every other box was down and for the most part still down (3 days later?)

This is a major problem and I would suggest everyone ask the other boxes what really happened?

I cannot say for sure since I do not have direct contact with them but it looks like all their cards were fried and they are in the process of replacing all their hardware.

What you should be aware of is this is not something you can just replace as the ECM can be sent anytime they want.

I find it very funny that when the boxes are down, there are so many users not posting this.

When it comes up, you will see how fast they show up.
I even seen many post where people say it is up but forget to mention how bad it was freezing and forget to mention that only a handful of channels were working.

My suggestion is to wait about 2 weeks to see what happens and if they are able to fix the issues and get back working freeze free with all the channels.
If the provider send the ECM again and they survive, then and only then you will know for sure.
Replacing cards may get you back up but this is only a short term solution.
I strongly recommend anyone to not buy any boxes until they are sure this issue is fixed.

On the nfusion side, they did what they had to do and everyone may have been upset to see them down but it is always better to retreat and fight another day then try to fight something you are not ready for.

What I suggest is for everyone to report what is happening to their box (down and up) and do not mislead others with posts of how a box may be up yet it is freezing and/or working on a few channels.

Craigslist appears to have surrendered in a legal fight over erotic ads posted on its website, shutting down its adult services section Saturday and replacing it with a black bar that simply says "censored."

The move comes just over a week after a group of state attorneys general said there weren't enough protections against blocking potentially illegal ads promoting prostitution. It's not clear if the closure is permanent, and it appears to only affect ads in the United States.

The listings came under new scrutiny after the jailhouse suicide last month of a former medical student who was awaiting trial in the killing of a masseuse he met through Craigslist, a popular site that lets users post classified ads, often for free.

Craigslist's adult services section carried ads for everything from personal massages to a night's companionship, which critics say veered into prostitution.

Craigslist CEO Jim Buckmaster said in a May blog posting that the company's ads were no worse than those published by the alternative newspaper chain Village Voice Media. He cited one explicit ad which included the phrase: "anything goes $90."

Craigslist has been caught for years in a murky legal fight that centers on how much responsibility the company bears for its ads, said Jonathan Zittrain, professor of law and computer science at Harvard University.

Prosecutors can argue Craigslist is an "intermediary" to the crime of prostitution, Zittrain said, but such cases are hard to prove. He said prosecutors must essentially prove that Craigslist knew an ad was a solicitation for prostitution; ads on Craigslist are typically worded more vaguely.

Nonetheless, to avoid a legal showdown, the company has tried to keep "inappropriate activity" off its site by screening ads.

It's unclear if Craigslist felt the attorneys general had a good argument, or if it simply got tired of spending time on the issue. But saying adult services were "censored" rather than just removing could be seen as a message to prosecutors, Zittrain said.

"They don't like being pushed around" Zittrain said.

Like many other online forums, Craigslist typically does not review ads before they are posted by users. But in 2008, under pressure from 40 state attorneys general, Craigslist began requiring posters to provide a working phone number and pay a fee for placing an ad in what is now the adult services section. Several months later, Craigslist adopted a manual screening process in which postings are reviewed before publishing.

U.S. courts have repeatedly ruled that online service providers such as Craigslist aren't liable for postings made by their users, but because Craigslist now reviews those ads ahead of time, an argument could be made that the site is playing a more active role in the postings.

State officials believe Craigslist is still not doing enough to stop illegal ads from appearing. The company did not comment Saturday.

Connecticut Attorney General Richard Blumenthal, one of the 17 attorneys general who pressed for the change, said in a statement that he welcomed the change and was trying to verify Craigslist's official policy going forward.

In an Aug. 24 letter, the state attorneys general said Craigslist should remove the section because it couldn't adequately block potentially illegal ads promoting prostitution and child trafficking.

Authorities point to the case of 24-year-old Philip Markoff as a prime example of the dangers posed by Craigslist services. The former medical student was accused of killing a masseuse he met through the hugely popular classified advertising site, which was founded by Craig Newmark. Markoff committed suicide in the Boston jail where he was awaiting trial.

If Craigslist has left the adult services business for good, it won't likely diminish the online market for sex acts, said Steve Jones, a professor of communication at the University of Illinois in Chicago who has studied Internet culture.

The business will likely shift to other adult sites, perhaps based outside the United States. "I bet there are people today who are registering domain names and saying: 'Business opportunity for me,'" he said.

WASHINGTON (Reuters) – Companies are cutting healthcare costs further amid a continuing sour economy, scaling back benefits and shifting a greater share of the expense to employees.

The findings, published on Thursday, come as the congressional campaign heats up over the nation's stagnant economic growth and whether recently passed healthcare reforms should be repealed.

Such steps may be keeping the cost of insurance plans down "but it also means employer coverage is less comprehensive," said Drew Altman, president and CEO of the Kaiser Family Foundation, which conducts the annual survey.

"From a consumer perspective, the cost of health insurance just keeps going up faster than wages."

Health insurance in the United States, unlike other industrialized countries, is largely provided by employers. Roughly 157 million people under age 65 receive their care through their workplace.

A survey of more than 3,000 companies earlier this year found 30 percent of employers have reduced the health benefits they offer or increased their workers' share of the cost, while 23 percent said they raised employee premiums.

As a result, employees are paying an average of 14 percent, or about $482, more a year in healthcare costs for a family plan. Workers are seeing higher deductibles that must be met before coverage kicks in and paying a higher share of the overall health plan's costs.

"In 2010, covered workers contributed a greater share of the total premium, a notable change from the steady share workers have paid on average over the last decade," the report said.

At the same time, that premium has been soaring. Since 2000, the average overall cost of health insurance for a family plan has grown by 114 percent to $13,770 in 2010 from $6,438.

Workers' share of such coverage has grown by 147 percent to $3,997 in 2010 from $1,619 in 2000.

Of course, not all companies provide health insurance, and those who have been laid off -- the nation's unemployment rate is now 9.6 percent -- also have to buy their own policy, pay for doctor visits and other care out of pocket, or go without care.

The health law aims to expand access to coverage and help more small businesses offer coverage to their workers, but many of its provisions do not take effect for years.

PHOENIX – A claim by Arizona's governor that rising violence along the U.S.-Mexico border has led to headless bodies turning up in the desert came back to haunt her during a stammering debate performance in which she failed to back it up.

Gov. Jan Brewer, who gained national attention defending the state's tough new immigration law and warning of increasing border bloodshed, has spent the time since the gubernatorial candidates' debate earlier this week trying to repair the damage done from her cringe-worthy contest against underdog challenger Terry Goddard.

"That was an error, if I said that," the Republican told The Associated Press on Friday. "I misspoke, but you know, let me be clear, I am concerned about the border region because it continues to be reported in Mexico that there's a lot of violence going on and we don't want that going into Arizona."

She said she was referring to beheadings and other cartel-related violence in Mexico in comments she made earlier this summer about decapitated bodies found in the state's southern region.

Brewer's candidacy caught a big break in April, when she signed a controversial new state immigration law that put local police officers on the front lines of enforcing federal immigration law. At the time, Brewer's primary campaign faced serious challenges, but signing the bill cleared her path to what proved to be an easy primary win on Aug. 24.

Brewer stumbled through her opening statement of the debate Wednesday. She lost her train of thought for more than 10 painful seconds as she laughed, looked down at the table and finally regained her composure.

Goddard, who trailed by 20 points in a July poll, said he brought up the beheadings comments because Brewer hadn't acknowledged she was wrong.

"It's a kind of fear-mongering that has hurt our economy. It has driven jobs away," he said. "She wouldn't come off it."

Brewer apparently first referred to beheadings during a June 16 interview with Fox News, talking about "the kidnappings and the extortion and the beheadings and the fact that people can't feel safe in their community" in discussing controversy surrounding the immigration law.

She went further in a June 27 interview on Phoenix television station KPNX when asked about the earlier beheadings claim.

"Oh, our law enforcement agencies have found bodies in the desert, either buried or just lying out there, that have been beheaded," Brewer said.

A veteran Arizona political observer said her latest gaffes may not sway many voters but could put a charge into Goddard's campaign.

"I think it gave him an opening," said Bruce Merrill, a longtime pollster and retired Arizona State University journalism professor.

Goddard can now play the debate clips over and over as he attacks her competence to lead Arizona.

In fact, there have been beheadings in Mexico in violence associated with criminal cartels that include those active in cross-border smuggling.

And some violence has spilled over the border, including the March slaying of a southern Arizona rancher, Robert Krentz. Law enforcement officials have said they believe Krentz was killed by an illegal immigrant, likely a scout for drug smugglers.

But none of the southern Arizona coroners who handle immigrant cases have seen headless bodies.

Pima County's Dr. Eric Peters said some people might be confused when just skulls are sometimes found in the desert, but that's because of decomposition and animals that feed off bodies. He said it'd be clear if any one of those skulls had been severed from a body.

"You would find what we would call tool marks because you need to use some sort of tool to forcibly remove someone's head from the spine," he said. "You'd see saw marks," even on skulls that have long been in the desert.

A Republican legislator who was the prime sponsor of Arizona's immigration law said Brewer's critics were just playing games and ignoring the real issue — violence bleeding across the border into the United States.

"I can tell you there's been 300 to 500 beheadings and dismemberments along that border," state Sen. Russell Pearce said Thursday. "It is a national security concern, yet we're worried about this game-playing, this word-smithing."

What a miserable start to the long Labor Day weekend, the yearly national tribute to the American worker. Federal statisticians reported on September 3 that the nation lost 54,000 jobs in August and that the unemployment rate rose a fraction to 9.6 percent. The government’s broadest measure of joblessness — which also tallies those who are working fewer hours than they’d like and those who’ve given up looking for work altogether — also increased to 16.7 percent. While the private sector added 67,000 jobs — the eighth increase in a row — the pace of hiring remains anemic 34 months after the start of the Great Recession.

With the Democrats’ prospects in the upcoming midterm elections sinking with the release of each new bit of bad economic news, President Obama was quick to concede that performance is “not nearly good enough.” In remarks from the Rose Garden soon after the jobs report was released, he added, “That’s why we need to take further steps to create jobs and keep the economy growing, including extending tax cuts for the middle class and investing in the areas of our economy where the potential for job growth is greatest.”

The president has promised to introduce a package of new measures next week. His advisers have also packed his schedule with events aimed at convincing voters that he’s intensely focused on their No. 1 concern: jobs and the economy. Obama will talk about the economy from Milwaukee on Labor Day , then outline his new proposals in Cleveland two days later. On Friday, September 10, he’ll hold a White House press conference. Panicked congressional Democrats have complained loudly in recent weeks that the president isn’t doing enough to demonstrate that he understands the depth of the economy’s woes and is doing all he can to alleviate the average American’s pain.

So what’s likely to happen? Much depends on the specific measures the White House, after weeks of debate, finally settles on. The political calculations by Republicans, who will have to decide whether their own electoral prospects will be hurt or helped by handing Obama a victory on the economy before November, will also weigh heavily.

The “further steps” the White House is considering include a range of initiatives, starting with more infrastructure spending. But with Democrats and Republicans alike spooked by voter outrage over the growing deficit, plans to spend tens of billions more on big new roadworks or other public construction projects aren’t likely to go far.

The president is also turning up the rhetorical heat on Congress to pass the administration’s moribund small-business jobs bill. Republicans don’t like the bill, which includes $30 billion to expand lending to small businesses by local banks, as well as an array of investment-oriented tax breaks. At the moment, with the economy’s performance deteriorating, a number of Republicans question whether another government lending program is the best way to address a lack of credit for small business.

It seems like the Washington same old same old, right? Maybe not.

At least in one area, the prospect of more common ground exists: the administration appears poised to embrace some business-oriented tax cuts. According to a recent report in the Washington Post, the administration may advocate making permanent the tax credit that businesses receive when they invest in research and development activities. The president has long called for the credit — which was first passed in 1981 and extended 13 times before expiring at the end of 2009 — to be made permanent. (Any extension likely would be made retroactive to the beginning of 2010.) It’s a popular tax break with business — especially high-tech companies — which makes it a winner on both sides of the political fence.

Moreover, the betting in Washington is that the president will propose a payroll tax holiday, something that’s also being debated by his economic team, according to the Post. The advantage of a break in payroll taxes is that it’s a bold statement and comparatively straightforward. It’s inexpensive to administer. It can be done quickly. And it’s easy for everyone to see why it would help bolster the economy: What would your paycheck look like if your payroll taxes weren’t withheld? And how much cheaper would it be for an employer to bring on a new employee if it, too, skipped payroll taxes for a while? Nice, huh.

Of course, the devil is in the details. The effectiveness of any payroll holiday would depend on its design. For instance, John Makin, an economist at the conservative think tank American Enterprise Institute (AEI), calls for a one-year payroll tax holiday. He calculates it would boost household after-tax income by nearly 7 percent and reduce the cost of a new hire for employers by 7 percent. Those are really big numbers. But so is the projected budgetary cost: $650 billion. Yet capping the size of the tax holiday or restricting the benefit to small firms greatly limits its impact on jobs and incomes.

What are the odds that these tax breaks could become law? Not good, but not completely DOA either. The fortunes of any jobs or stimulus package largely depend on whether they can gain Republican support ahead of the November elections. While they don’t want to ease the Democrats’ political problems, GOP leaders also can’t afford to be seen as obstructing moves that would help average Americans for their own political gain.

“As the Republicans progress in the election, the probability that tax cuts will be the only legitimate stimulus goes up,” says Steven Schier, political science professor at Carleton College. “Tax cuts have the potential for being bipartisan in a way spending doesn't.”

Adds Ethan Pollack, policy analyst at the liberal Economic Policy Institute (EPI): “It’s all up to Mitch McConnell,” referring to the Republican Senate minority leader. “If he wants it to pass, it will pass quickly.”

Yet there’s another complicating factor: the upcoming expiration of the Bush-era tax cuts from 2001 and 2003. If Congress doesn’t act, the cuts will end for everyone on December 31. The administration wants to keep the current status quo for everyone except individuals earning more than $200,000 and households above $250,000. But House and Senate Republicans, along with some Democrats, are firmly opposed to seeing taxes go up on those high-end earners, arguing that such a move would simply add to the economy’s woes. That means a huge game of chicken is ahead, with little chance of quick resolution. “It’s unlikely we will see any action in the few weeks before the November election,” says Kevin A.
